Human Resources Manager

CAI is seeking an experienced, hands-on, full-time/exempt Human Resources Manager to plan, direct, and coordinate the HR administrative functions of the CAI organization. They oversee the recruiting, interviewing, and hiring of new staff; consult with top executives on strategic planning; and serve as a link between an organization’s management and its employees for all CAI employees and multi-state office locations. The HR Manager is a highly confidential position who reports to the Director of Human Resources and Operations. They will advise, partner, and proactively recommend solutions to CAI’s leadership and management teams, as well as serve as an internal “expert” in the areas of employee engagement/retention and performance management.  The primary objectives of the Human Resources Manager are: Health and safety of the workforce; Development of a superior workforce; Development of the Human Resources department; Development of an employee-oriented company culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance; and personal ongoing development. The HR Manager will oversee and manage the day-to-day administration of the HR department for all CAI multi-state locations, including (but not limited to): on-boarding, off-boarding, employment introductory (probationary) periods, performance management, regulatory compliance, HR records management, all benefits administration, internships and workforce data analytics. The HR Manager will be the primary/first step interactor with CAI’s diverse workforce. This position is located in CAI’s NYC office.


  • Plans and administers all comprehensive HR functions including activities in recruitment, onboarding, employee development, employee recognition, performance evaluation, workforce development, staffing and assessment, etc. as well as employee disciplinary actions and terminations
  • Ensures all CAI multi-state facilities remain in compliance with HR-related regulations and standards
  • Administers and maintains all employee benefit programs (i.e., health & dental plans, 401(k) plan, transit, life insurance, LTD, etc.) and all required reporting
  • Regularly uses and maintains accuracy and integrity of Sage/Intacct and ADP (finance/HR & payroll systems) for employee processing and data retrieval
  • Implements personnel orders and pay authorizations requested by CAI Senior Management
  • Assists in the prompt investigation and resolution of complaints
  • Consults with and advises CAI’s HR Director and CAI leadership on HR related matters, including policies and procedures
  • Provides input in human resources policies and procedures, management plans and programs; and is accountable for their communication and implementation.
  • Works collaboratively with senior staff and others to develop and implement best practices in HR guidelines and protocols
  • Works directly with CAI senior executives and management teams to lead, manage, influence and shape organizational change
  • Works with senior level staff to identify new staffing needs and aligns them with CAI's business goals and within organizational budget
  • Supports and validates HR related initiatives related to CAI's strategic plans
  • Participates in organizational performance improvement initiatives
  • Collaborates with the Office of the President, Senior Vice President/Director of Finance and Chief Financial Officer, as well as all Senior Executives and Project Directors
  • Maintains strict and appropriate levels of organizational confidentiality
  • Performs other related HR and other necessary duties as assigned


  • A Baccalaureate Degree in Human Resources Management, Public Administration Management, or related disciplines, and four to six years of related experience in human resource management, employee relations or development, of which at least two years are in responsible levels of administration or management; or,
  • A Master's in Human Resources Management, Public Administration Management, or related disciplines, and three years of related experience in human resources, employee relations or development, two years of which must have been in a responsible administrative, managerial or supervisory capacity; or,
  • A satisfactory combination of education, training and experience. (Degrees must be from accredited colleges or universities)


  • Must possess current knowledge and understanding of federal, state, city, and local labor laws, ordinances, rules and regulations relevant to HR operations
  • Must adhere to the confidential nature and aspects of this role and position
  • 3+ years of HR management/leadership experience within a large, preferably nonprofit organization
  • Advanced degree and certification in human resources (SHRM)
  • Extensive HR generalist experience to support full scope of day-to-day HR knowledge and tasks
  • Ability to working collaboratively with senior level administrators and department heads
  • Working knowledge of various HR online platforms
  • Advanced knowledge of Microsoft Office 365 (SharePoint, Word, Excel, PowerPoint, etc.) and other related programs (i.e., Microsoft Teams, Zoom, Skype, etc.)
  • Excellent/strong verbal and written communications skills and great attention to detail
  • Knowledge of and ability to research HR policy and content areas to ensure the most up-to-date information and relevant organizational policies and practices
    • Assist with production of instructional HR videos
    • Demonstrated ability to manage complex HR initiatives and tasks, and prioritize multiple tasks
