This implementation kit was developed for staff members from state and local education agencies, such as health program coordinators, managers, and administrators. This kit serves as a framework for a standardized approach for developing and implementing a sexual health services referral system or to establish a referral system for behavioral and supportive services (e.g., housing support, mental health, after school activities, job training, and substance abuse treatment).
